The Core Networking - Dynamic Host Configuration Protocol (DHCP-In) Windows Firewall rule should be configured correctly.
Create firewall rules to allow or block connections to specified programs or ports. You can also allow a connection only if it is authenticated, or if it comes from authorized user, group or computer. By default Inbound connections are blocked unless they matches a rule that allow them, and outbound connection are allowed unless they match a rule that blocks them.
Fix:
(1) GPO: Computer Configuration\Windows Settings\Security Settings\Windows Firewall with Advanced Security\Windows Firewall with Advanced Security\Inbound Rules\Core Networking - Dynamic Host Configuration Protocol (DHCP-In)
(2) REG: HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsFirewall\FirewallRules\CoreNet-DHCP-In
