The Timeout for hung logon sessions during shutdown machine setting should be configured correctly.
The number of minutes the system will wait for the hung logon sessions before proceeding with the system shutdown. If this settings is enabled, the system will wait for the hung logon sessions for the amount of minutes specified. If this setting is disabled or not configured, the default timeout value is 3 minutes for workstations and 15 minutes for servers.
