Removes the Settings tab from Display in Control Panel.
This setting prevents users from using Control Panel to add, configure, or change the display settings on the computer.
Fix:
(1) GPO: User Configuration\Administrative Templates\Control Panel\Display!Hide Settings tab
(2) REG: HKEY_USERS\Software\Microsoft\Windows\CurrentVersion\Policies\System!NoDispSettingsPage
