If you enable this setting, the All Programs item is removed from the simple Start menu.
If you disable this setting or do not configure it, the All Programs item remains on the simple Start menu.
Fix:
(1) GPO: User Configuration\Administrative Templates\Start Menu and Taskbar!Remove All Programs list from the Start menu
(2) REG: HKEY_USERS\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer!NoStartMenuMorePrograms
