By default, Add features to Windows 8 is available for all administrators.
If you enable this policy setting, the wizard will not run.
If you disable this policy setting or set it to Not Configured, the wizard will run.
Fix:
(1) GPO: Computer Configuration\Administrative Templates\Windows Components\Add features to Windows 8!Prevent the wizard from running.
(2) REG: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer\WAU!Disabled
